Jill Herron serves as CEO for Herron Property Management.  Jill received her Associates Degree in Business at Indiana University-Purdue University Indianapolis and holds the accreditations of Certified Apartment Portfolio Supervisor (CAPS), Certified Apartment Manager (CAM) from the National Apartment Association, and Housing Credit Certified Professional (HCCP) from the National Association of Home Builders. Jill has been a leader in the multifamily industry for over 30 years and has extensive knowledge and experience in many federal programs, including LIHTC, Section 8, Section 42 Tax Credit and HOME Bonds. Jill’s ability to focus and achieve owners’ expectations, as well as her knowledge on rehabs, lease-ups, compliance requirements, marketing strategies, and her ability to connect to residents and staff alike make her a top leader in the industry.

Shelbie Hill serves as Vice President of Property Operations for Herron Property Management. She received her bachelor’s degree from Indiana State University where she found her love for property management. Shelbie has experience with multiple asset types including conventional market rate communities, single family homes, and affordable communities.Shelbie has proven abilities to hire, train, evaluate, and motivate team members. Shelbie is both a problem solver and a developer of talent, and has great strengths in budgeting/financial management, due diligence/acquisitions, and strategic planning for distressed communities. As Vice President of Property Operations, Shelbie is responsible for the oversight of the HPM Companies’ current portfolio. Responsibilities include budgeting, cash-flow analysis, revenue management, contracts and negotiation, acquisitions, and special projects. Shelbie is also a volunteer with her sorority, Sigma Kappa. 

Jenny McClure serves as Vice President of Human Resources and Benefits for Herron Property Management. Jenny received her bachelor’s degree from Indiana University and began her career in property management in 2002. During her career, Jenny brought extensive experience in onboarding employees during property acquisitions and acclimating new employees to the property management culture. Jenny has been instrumental in developing standard operating procedures for human resources and risk management procedures. Jenny is responsible for employee compensation and benefits management, strategic management with employee relations, diversity, employment law, performance management, and employee benefits. 

Kim serves as the Vice President of Compliance for Herron Property Management.  Kim received her degree from Aristotle College and began her career as an Assistant Housing Manager, Site Compliance Specialist, Multifamily Housing Specialist, and Indiana Supportive Housing Institute.  Kim has over 20 years of experience ensuring compliance with affordable multifamily housing programs including LIHTC, HUD project-based section 8, public housing, Bonds, HOME, CDBG, NSP, AHP (FHLBI), and permanent supportive housing for homeless families and veterans along in addition to establishing and implementing affordable housing compliance forms, policies and procedures. 

Vicki Miller serves as Vice President of Resident Services for Herron Property Management. Vicki has designed the company’s Resident Services Program, which takes a holistic approach to improving the viability of our properties and the quality of life for our residents by increasing the residents’ access to services and by facilitating their participation in programs that enhance their physical, economic, social, and mental well-being. In addition, she oversees the implementation of the program on every level. Vicki has had over 20 years’ experience in human services, including working with seniors, internationals, and families after graduating from Cincinnati Christian University with an Associate Degree in Christian Education. Vicki’s clear vision, leadership skills, and passion to support the staff and the residents make her effective as she develops the company’s Resident Services Department.

Vicki is not only passionate about service, but Vicki also loves art, spending time with her family outside, hiking, and playing with her adorable grandchildren.

Amy Doppler serves as a Controller for Herron Property Management. Amy received a business degree with a concentration in property management from Ball State University. She became a property manager quickly out of college and was promoted to District Property Manager and then to Senior Regional Property Manager of 14 properties and 3,000 units. Amy has over 9 years of experience in market rate communities, Section 8, and public housing. She is diverse in both Yardi and Realpage software and has extensive knowledge in the implementation of both programs. Amy works closely with the CFO to analyze monthly operations and productivity of each asset. She is a CPM candidate, pursuing her broker’s license. She specializes in new development lease ups, budgets, marketing strategies, NOI, and resident retention.   

Stephanie Payson serves as Herron Property Management's Director of Software Implementation and Training.  Stephanie received her bachelor’s degree at Ball State University. She first began her career in property management as a floating leasing agent assisting 8 different apartment communities in 3 different states. Since then, Stephanie accumulated several years of software experience, where she has supported more than twenty-five property takeovers and implementations. Her software experience includes: Yardi, RealPage, BlueMoon, InfoTycoon, LeaseLabs, and Resite. Stephanie obtained her law degree at the Indiana University Robert H. McKinney School of Law in 2024. 

Ginai Lewis-Manning currently serves Herron Property Management as the Director of Compliance. Ginai received her Bachelor’s degree in Industrial Technology from Alabama Agricultural & Mechanical University. She later received her Master’s Degree in Public Administration, graduating from Indiana Wesleyan. Ginai started her real estate experience with a local non-profit in Indianapolis in 2013, where she managed 84 units, mostly affordable housing. Her role later switched to Operations Manager.  Ginai has experience with Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) compliance.  She has also been certified as a Housing Development Finance Professional (HDFP) under the National Development Council.  Ginai has a passion for real estate development and is happy to be part of the Herron team!

Laura serves Herron  Property Management as a Regional Property Manager. Laura earned her degree in business management from the University of Phoenix. She began her career as a leasing agent in 2001, and was promoted to Property Manager, then District Manager, and currently serves as a Regional Property Manager.. Laura has over 20 years of experience managing lease up, market rate, section 8, and public housing. Laura’s experience has expanded into Indiana, Ohio, and Tennessee. Laura focuses on the solution and not the problem. Laura was also trained has a solution-focused therapist at the Christian Theological Seminary where she learned how to master the art of relationship building and collaboration which has helped in her multi-family industry career. Laura’s ability to analyze budgets, meet financial goals, create and implement operational procedures, resolve conflicts, and set performance objectives with a positive attitude are a few things that make her an asset to our team.
